
Housing costs in the United States have risen dramatically faster than worker pay over the past two decades. While wages did increase modestly, shelter costs surged at a much steeper pace.
The chart compares the Shelter Consumer Price Index against real weekly earnings using an index where 2000 equals 100. By 2025, shelter costs climbed to roughly 213 index points, while real weekly earnings reached only about 113 index points.
That means housing-related costs grew nearly twice as fast as inflation-adjusted worker pay over the period.
The Biggest Gap in the Data
The most striking pattern in the chart is the widening gap after 2015.
Shelter CPI accelerated sharply between 2015 and 2025, rising from roughly 151 to more than 210 on the index scale. Real earnings barely moved during the same stretch, increasing only from around 102 to 113.
By 2025, the difference between the two indexes exceeded 100 index points.
This indicates that housing became significantly less affordable for the average worker even after adjusting wages for inflation.
How Wage Growth Fell Behind
Real weekly earnings did not decline over the long term, but the growth was extremely slow.
Between 2000 and 2025, real earnings increased by just around 13% in index terms. Shelter costs, meanwhile, more than doubled.
The gap became especially noticeable after the pandemic housing boom, when rent growth and housing-related inflation accelerated much faster than wage gains.
Workers may have seen higher nominal paychecks, but housing costs consumed a larger share of those earnings over time.
Why Shelter Costs Rose So Much Faster
Several structural forces likely contributed to the divergence.
Housing supply in many major metro areas failed to keep pace with population growth and demand. Construction constraints, zoning restrictions, and higher financing costs limited new supply.
At the same time, mortgage rates, insurance costs, maintenance expenses, and rental demand pushed shelter inflation upward.
Meanwhile, wage growth remained relatively moderate because labor productivity gains and compensation growth did not fully translate into stronger real earnings for many workers.
The result was a prolonged affordability squeeze.
What This Means for Workers
The widening gap between shelter costs and worker pay helps explain why affordability concerns became central to household finances.
Even workers receiving raises may feel financially strained because housing absorbs a growing portion of income.
For younger workers and renters, the pressure can delay homeownership, reduce savings capacity, and increase dependence on dual-income households or shared living arrangements.
The broader takeaway is clear: income growth alone has not been enough to keep pace with rising housing costs.
